Restoring Family Links National Officer
The South African Red Cross Society (SARCS) is looking for a suitable candidate to fill the following vacancy in Pretoria:
POST SARCS06/2020: Restoring Family Links (RFL) National Officer
The RFL National Officer supports the coordination and development, implementation and monitoring of RFL activities and strategy across South Africa. S/he also serves as a link between SARCS branches in the provinces and the Headquarters; and complements the provision of technical and data-management support in the treatment of RFL cases and offer of services. The RFL National Officer also supports the integration of RFL in other SARCS departments/activities at provincial and National Office levels. S/he replaces the RFL National Officer 2 in his/her absence and acts as the National Focal point for SARCS RFL Unit.
Description of the role
The incumbent performs the following activities within the department:
- Ensures that the case management of the SARCS is kept up to
date and in line with prescribed guidelines for RFL operations.
Performs data entry into the database as per guidelines. Checks
the relevance and quality of the data collected and provides any
recommendations or identifies training gaps; provides support as
necessary. Ensures the proper filing and organization of tracing
cases and relevant RFL documents.
- Manages information in a confidential manner and promotes data
protection compliance among all SARCS volunteers and focal
points and partners working on RFL.
- Supports the preparation of institutional documents and statistics
on cases on a regular and or ad-hoc basis as per need.
- Undertakes field missions to SARCS branches and supports them
to build a RFL structure and conducts RFL training whenever
- Carries out RFL activities under the supervision of the National
Disaster Manager (DM); receives beneficiaries at the office for
tracing requests and other RFL related enquiries.
- Drafts RFL guidelines in line with the RFL strategy for the
International Red Cross and Red Crescent Movement and keeps
them up to date.
- Drafts the yearly budget, oversees and initiates the allocation of
budget to the SARCS branches in line with set procedures, and in
coordination with the SARCS finance department and the ICRC.
- Develops and maintains a network of interlocutors among
communities affected by conflict, violence, disasters and
migration in order to assess and respond to their RFL needs.
- Develops and maintains a network of interlocutors among
organization assisting and protection communities affected by
conflict, violence, disasters and migration; and among relevant
stakeholders that could support tracing activities.
- Develops and maintains contact with municipal/regional
authorities, local branches, the local population and suppliers.
- Is aware of migrant related issues in the region and channels
relevant information within the SARCS management and with the
ICRC when relevant.
Profile – Minimum required qualification & experience:
? University degree in Social Sciences or relevant professional
? Good knowledge of the socio-economic and political situation of
the Southern Africa region.
? Knowledge on design and implementation of social and human
development projects, including use of relevant monitoring and
? Developed analytical skills.
? Good communication skills, negotiation and networking skills.
? Adaptability to rapidly changing environments and institutional
priorities – capacity to deal with new work-related challenges.
? Adaptability and capacity to work in a multi-cultural and multi-
? Prepared to travel across South Africa.
? 4 years’ experience in the field of social, political or economic
sciences, or similar.
? Program Management experience/degree.
? Experience with use and programming of databases (MS Access
? Excellent command of English (spoken and written) and good
command of native languages of South Africa.
