The Senior Manager: Information and Communication Technology is responsible for improving and developing IT strategies, programmes, and governance processes to ensure optimised Services’ SETA business operations. This entails the development and integration of IT systems to ensure smooth running of all IT systems. The role is also responsible for the implementation of modern infrastructure to ensure that Service SETA’s IT needs are met, including applications, networks, and hardware operations. The incumbent must ensure that appropriate security controls are in place to safeguard digital files and vital electronic infrastructure of Services’ SETA. Lastly, the incumbent must manage the implementation of network design, implementation of computer and information networks.

Job Summary:
Manage the alignment of enterprise IT architecture for Services SETA
•Oversee the implementation of an IT architectural strategy, policies, and procedures
•Lead the Implementation of architecture maintenance plans estimates and life cycle for proposed solutions
• Ensure regular maintenance of architecture models and documentation to keep the information current and accurate
•Lead the analysis of business operations and ensure operations’ improvement when necessary
•Develop and manage the implementation of information technology strategy and IT infrastructure plans guarantee to infrastructure capacity for SSETA

Ensured infrastructure capacity for SSETA:
• Research, and lead the development of IT hardware in line with the SSETAs needs and strategic goals
•Develop and implement strategies to guarantee infrastructure capacity
•Manage the implementation of ICT infrastructure plans and programmes
•Lead the implementation of IT infrastructure policy and procedures within SITA framework and standards
•Lead the modernisation of existing hardware infrastructure
•Manage the availability of IT services control and IT infrastructure technical and service support to all users of SSETA
•Develop and monitor IT related Service Level Agreements
•Ensure the implementation of data management system
•Ensure the implementation of effective management of communication networks
•Review and provide input on statistic reports from network testing

Management of IT System’s Integration:
•Manage the development of IT systems’ policy within the framework of government standards
•Lead he development of a Master Systems Plan for SSETA
•Ensure seamless provision of systems support to all users
•Lead the modernisation of SSETA systems and applications, based on Industry Standards
•Ensure systems analysis studies are conducted
•Lead data quality analysis on existing and proposed data systems and ensure the certification of compliance with data quality standards
•Ensure the integration between all the different IT systems in the organisation
•Implement mechanisms to ensure effective management of cost efficiency of IT Systems and applications for SSETA
•Ensure proper maintenance of existing IT systems and applications
•Ensure effective management of renewal of software licenses as when required
•Ensure IT Systems security, continuity and the implementation of proper governance standards and procedures
•Monitor and manage the acquisition, upgrading and maintenance of IT Software Security packages for SSETA
•Ensure the management of assessment, mitigation, and reduction of IT Risks
•Ensure efficient system technical support to all users in the organisation

IT Information Management:
•Ensure the management of business intelligence activities for SSETA
•Ensure the maintenance of a high-level information security
•Ensure the development and implementation of data warehousing and data integrity for SSETA
•Ensure management and maintenance of data integrity
•Ensure effective maintenance of IT Service Help Desk for the SSETA
•Ensure the development and management of Portal content
•Lead the management and maintenance of the SSETA’s Website
• Oversee the management of collection, modelling and archiving of Metadata
•Review data requisite for quality analysis, maintenance and refreshing of the metadata
•Ensure the development of realistic IT plans for the future of SSETA

Achievement and management of the Department’s business plans
•Contribute to the development of the APP and SP
•Develop operational plans for the Department
•Ensure the implementation and compliance to reporting templates and frameworks
•Ensure monthly reporting in the Department
•Manage variances in actual vs. budget expenditure in all areas of accountability
•Develop risk management strategies and risk register for the Department
•Develop polices, and procedures for the Department
•Ensure clean, audit results
•Handle audit queries and ensure the availability of information for audit purposes
•Manage and monitor budget in the Department

People management in the Department:
•Conduct timeous recruitment and selection of staff
•Implement SSETA’s BEE targets in the Department
•Implement SSETA’s performance management in the Department
•Induct and orientate direct reports
•Provide capacity building, through training, coaching and development of direct reports
•Ensure that employees have clear work expectations and goals,
•Ensure attendance of staff
•Manage the disciplinary of employees in the Department
•Bachelors or Equivalent in Computer Science
•7 years working experience of which at least 3 must have been in a management role.
